California Meter Compliance Program:
While submetering is commonly used in California, the regulatory environment is complex with implications for property owners and managers. Due to previous industry standards, it is estimated that as many as 75% of all existing meter installations in California may be in violation of one or more Weights and Measures and/or state law requirements. Many property managers have already received notices of violations, which can leave them vulnerable to sanctions, fines, and additional levels of enforcement including “cease billing” notices. Many meters are currently in service that have had no testing or approval prior to installation that need to be evaluated.
The only way to avoid these fines and notices is to identify violations and correct them before Weights and Measures does. Those hardware solutions are available to you through our California Meter Compliance Program.

California Weights and Measures regulations require that water submeters must be:
- California Type approved
- Tested and sealed before installation
- Visible to the consumer without the use of any type of tool
- Installed by a registered Service Agency using registered Service Technicians
- Retested or replaced every 10 years
